Default HELP! 7.3 Powerstroke Shutdown

Hey ya'll, hope someone can help. Buddie of mine with a 1999 PS just had rebuilt motor done. A week ago his truck overheated and melted injector wires. He got that fixed and then tonight leavin a party it shut down on us. I cracked fuel line going to fuel filter and had no pressure during cranking. Im wondering if maybe it might be the lift pump or could it be the HPOP? Towing it back to town tomorrow and was hoping to have some things to check out around noon. Any ideas?
