hit the tops of the valves with a rubber hammer sometimes carbon will build up on the seat and make one stick tap it 3-4 times if that dont work pit #1 to tdc and see if the valve slides in the guide smoothly

One other possibility is a dropped valve seat. If it wedges the valve partly open you could measure the valve spring height to find it but if it falls back in place the valve would close all the way and the spring height would be right. With the engine runnng it wouldn't have time to fall in place fast enough thus causing the miss. The head still has to come off to fix it.
