I had a similar problem with our 92 dodge d350. I found a company in Tampa Florida that can test and repair them. the first thing to do though is make sure that it is getting power. There are probably other places that are able to check them but since I am in Tampa they were convenient for me. Ours also had broken gears in the odometer section and i think they charged 145 to put it back in shape. their website is Speedometer Repair and Odometer Repairs at Low Prices! Instrument Cluster Repair! they were quick and fair.
