Sure they did - the early 6.5T trucks did not have a PMD, but a standard Stanadyne DB-2 or DB-4 injection pump.

The late model trucks had the DS-4 electronic pump with the PMD and optical sensor.

well i have a dribble of diesel coming out of my lines. but not enough 2 start my instructor at the college said it was the injection pump and he's going 2 help me rebuild it this week.

At least your getting help in rebuilding it. I tried to take one apart for kicks and too many special tools involved.
