Maybe there is a way to bypass the off switch in the fuse box under the hood. A lot of us install relays in there to keep all the lights on while the high beams are on. So try running a jumper wire to the 85 on the DRL relay..

Not yet. I have a friend who's a whiz with wiring who's going to help me out. We're going to go to the junkyard and pick up an old relay. I don't work on Friday so we're for sure going to get it done then. I can't really hold off anymore and it's starting to drive me nuts. But Friday for sure. He says it will be a really simple fix.

Went through the wiring diagram yesterday, but it didn't really help out too much...took off the dash panels and got to the switch, now today we're just going to trace wires with a multimeter and see which ones light up when we toggle the switch. Picked up 3 relays from the junkyard yesterday to use. We might exploit a loophole and run the parking/signal lights as DRLs as Canadian law gives no specifics on what lights are to be used as DRLs, so if it ends up being simpler we might just do that just to pass the stupid inspection....Otherwise, I'm hoping we can figure out which wire(s) are connected to the "off" circuit in the dash light switch, and snip them or bypass them directly.

SUCCESS!!!

Thanks to everyone who posted in here, once again I appreciate all of your suggestions and advice...

in the end, it's as simple as this:
1) Take off the two dash panels on the driver's side, pull out the headlight switch, and
2) CUT THE GREEN WIRE!!
3) Re-assemble, and tell the guys at GM what asshats they are for telling you it will cost $260 and 2 hours in labour to "re-program your DRLs"....
4) Drive truck with an ungodly sense of pride.

My guess in this case is whenever the parking brake is released the DRLs will come on, that's the only way I can see that would make sense. I'm pretty sure that's how it works.
