1992 dodge Cummins won’t start

1992 dodge Cummins won’t start
I got 92 Cummins auto turned the pump up today went to start it and nothing had small puff of smoke come the starter relay area so I figured starter relay went out replaced it and still nothing used a jump wire from the battery to the fuel shutoff and still nothing anything I’m missing ?
