its locked and wash throwing this up on his Tech 2 in a big red box BOOTLOADER REJECTE sooo looks like i need a ECM

he said "it being a Cali emissions truck the glow plugs work differently and light longer and stay lighted till the engine reaches a set temp then the shut off its to help burn cleaner and reduce unburned fuel when cold or during warm up of the engine and it is possible that with 3 failed its putting the trucking into default mode and not firing the injectors we can not move on with the diagnostics till we rule out the failed glow plugs"

the most the glow plugs will be on after the engine starts is 60 seconds and that is at -40 degrees. at 25 to 90 degrees it is 30 seconds.
i have had mine disconnected for almost 4 years with no starting issues. lowest i have had to start it in was 14 degrees and it started no problem.

Bricked my ECM in my LB7? - Chevy and GMC Duramax Diesel Forum
it may have also been flashed before and locked with EFI Live.

there is also a posibility of finding an LB7 at a wrecker and buying the ECM from then and then flashing your VIN into it.
have you gotten a new ECM yet ? I would snag one out of a salvage yard, flash it to your truck and get it home before the mechanic start racking up a massive bill on ya ...just my $.02 .... fast and easier too
