it is all in the housing and reflectors for which the HID bulbs are going into. if the reflectors were not designed for the HID bulbs then the beam pattern can look horrible and worse, blind someone. how do i know you ask??? well... i have tried it. from the stock housing to projector housing to aftermarket. all distort the beam so it shines into areas that it is not supposed to. i have finally got it to where it is "acceptable" but it still does not shine like i would like it to. if i adjust it to where i like it it shines into oncoming traffic.
now, if you find the housing that was made and certified for HIDs then that would likely be the best bet, but i couldn't afford them.
