I've got tunercat II software/hardware and the vdf that lets me read and flash OBDII PCM's in the 6.5 trucks.
Bought it to "tune" my 98 K2500.
No, it wasn't cheap......

Then you have to figure out how to use it.
That's the real problem.
When you pay for a "tune", you're not really paying for the "tuner" to re-flash it (well, his cost in equipment is part of that) you're paying for their expertise with altering the program.
For example, do you understand any of this:
Those are some of the simpler tables. It gets much more complex.
Get it right and better running and more power can be found.
Get it wrong and a 7,000 dollar engine and 2000 dollar transmission turns into 100 dollars of scrap iron/alumium......

I can do a couple things for you like extended torque convertor lock up and extended glow times.

Can you be a little more descriptive than just "smoking"? IE: color, amount, rpm, hot, cold, etc....
First, is the wastegate closed and operating properly?
Next, pull the codes from the PCM and see what you've got.
After that you're down to:
air filter clogged
boost leak - intake gaskets, etc...
Injectors - how many miles on 'em?
Some other fueling problem
Pull the codes and go through it all very closely first. Don't start throwing parts at it hoping it will fix it.
Once again, if it worked fine before you pulled the valve covers and now it doesn't, your problem is 90% sure to be something that you removed/installed....

First guess: vacuum lines are backwards at solenoid.
Second guess: solenoid not working.
Betting on lines being backwards if it worked before valve cover job and not now....
Double check the vacuum pot on the turbo by routing vacuum directly from the vac pump to the turbo pot. No more smoke means problem is in the solenoid. Be careful driving it though, the wastegate will be held shut and the turbo can build up to 25 lbs of boost without regulation. This is enough to pop a head gasket. Best done only if you have a boost gauge to keep an eye on the boost and limit it with throttle to no more than 13-ish psi.
