Default Over boost

My problem is this, when ever I'm going up hill or hard on it when the turbo hits 15 pounds the truck surges and if I stay in it check engine will light up and its for high boost. I have a boost gauge on my A pillar and I know its not faulty cause I tried a different one just to make sure. It does this just past 1/2 throttle. Anyone have any ideas how to get around setting off codes or having it surge?

Boost fooler needs installed or turn down your turbomaster to not exceed 12 psi on sustained pulls.
Or get ECM reflashed to allow higher boost.
