Default Headlight wiring

When I turn headlights or parkinglights on my volts drop to 10 or less.I have a plug in hanging that I think goes to DRL that I don't have.Does that need to be hooked up to complete circuit or do I have something else going on.Any advice would be appreciated.

I think the gauge on these things is pretty sensitive. Turning on my blinker will cause the gauge to fluctuate. I wonder if putting a slightly smaller pulley on the alternator would help or hurt anything?

I replaced a ground and unplugged alternator sprayed electrical cleaner In plug and alternator and it only drops to 11 now but thats still not normal is it.
