Thanks all. I'm sure the low voltage is from the times of tryin to start it. I'm sure it's a short someplace but I'll be damned if I can find it. The steering column wiring is the only thing left to check out the ignition switch wiring but I'm sure not lookin forward to that one.
Also have found out tonight that unlike last time now it won't even start by push startin it. I also tried jumpin the solenoid to start it and still nothin.

Ok call me a dummy, again. I pulled the ignition all apart and tried jumpin wires in there to see if i got any life and it was a no go. So after all that it finally dawned on me to try everything else electrical. I got nothin.
So this leaves me with a bad PCM or a bad ground on the main fuse panel and I'm fightin hell tryin to find those grounds. I'm tryin to find the ground for the main panel and the engine harness and not havin any luck with either. Checked through Alldata and if it's tellin me what I need to know I ain't smart enough to figure the puzzle and the Haynes manual I have is complete junk. I'll never waste money on them things again.

Yep got nothin electrical but have juice to the battery and from there to the starter and alternator. So it's gotta be somethin in between the battery and the fuses.
If it comes down to it I'll just have to pull the dash apart but I'm tryin to avoid that. I know we got some 4 wheelers out here that use these little trucks for off road.

I'm bettin they do but I sure can't find it. There is no power comin into the truck at all. The whole fuse panel is dead, I just can't figure out why without havin to take the whole damn dash out. I got it loose right now so I can move it around and look under there but I'm not seein anything like this that's being any help.

is there a fuse panel under the hood. follow the battery+ wire and see where it goes. sometimes a small fuse box is not even labeled. most foriegn vehicles will have a main fuse(s) that power everything electrical. check for blown fuse or loose connection at the fuse panel if there is one remove fuse and check for corrosion etc. another location sometimes for power junctions is on the firewall somewhere or the B+ terminal on the starter motor/solenoid. there has to be a junction somewhere for veh power. the battery positive cable will have 2 cables. 1 to starter and 1 to fuse/junction panel. if it only has 1 cable the junction will be on the other end.

Ya it's got the big fuses under the hood. That's where I'm losin power. I have power into and out of that box but lose it someplace between that box and the fuse panel under the dash. If I knew there was nothin in between I'd just ditch those wires and run two new ones between the fuse panels but I don't know what else is in there.
Just to see if it works I may just try to run a jumper wire and see if it gives me power.
