Default possible turbo problems

on my 97 powerstroke the turbo feels real nice sometimes but... every once in a while it does not have power or will not go. you have to fether the gas to wind the turbo up??? just acts like it gets to much fuel and no turbo pressure. what do you think.

need more input.

could be alot of things.

is it warm when this happens
on take off
while driving down the road, what speeds
have you checked you oil
have you replaced the fuel filter
have you replaced air filter
any codes
