Surging Problem

Surging Problem
I am usually on Cummins Forum, and posted this question over there. But I wanted to try over here as well. My mods are in my signature.
I recently added an Industrial Injection Stage I CP3 to my truck and noticed when I put my Edge on level 6 (with the PowerPuck turned off), I get a surging at 2800-3000 rpm's. The surging will not stop unless I ease off the accelerator.
My first thought was the Edge defueling. Well, my EGT's never got over 1300. I have zero backdown. And none of my other alert parameters went off.
So I tried WOT runs with the Edge on 0, 3 and 5. No surging. Its just on level 6. And just at that RPM range.
I don't think it has anything to do with the transmission. It shifts fine and the RPM's and speed stay in line with each other when accelerating.
So my question is, is it possible to flow too much fuel on stock injectors? Could it be my AirDog 150, upgraded CP3 and the increased fueling of level 6 just push too much fuel into the rail?
Any input would be appreciated.
