Algenol Biofuels announced plans for a pilot*algae-biorefinery to produce ethanol from captured CO2. They should have given up on ethanol before they even got started.
What we need is more drillin' and more refinin'
They run the refineries near max capacity to increase the demand, and the ridiculous price of fuel has a lot to do with oil future.. price is artificially increased.

no they slow down the refineries to increase demand

and they make them blend/ create 5 different fuels for on road, off road, home heatin, rail.........
