Dont worry about Exhaust back pressures under 60psi... Your not going to hurt a thing with a exhaust back pressure valve brake.

Under what kind of circumstances would I get above 60psi?

High boost levels with the stock turbo. Larger injectors. High RPM's with an exhaust brake...

There are a few. So long as your not boosting 30+ psi with a stock turbo your fine.
