Default 7.3 idle problem

hi
new to the site, and loving it already.
i have a 1996 ford 7.3 powerstroke turbo with 5 spd standard trans. engine dies when coming to a stop when changing to lower gears, also everytime it starts the idle goes up and down for a few seconds then come to a steady idle at about 600rpm, is there a way to adjust the idle rpm higher? any suggestion? thanks

the dying issue is almost certainly a bad cam position sensor.
