Default choke down

has done this since new but mostly in cold weather when truck is first started idles ok for few seconds then kinda chokes down, lights dim, and volt meter drops from 14 to about 12 or so then goes back to normal then repeats several times until engine warms up a little i would appreciate any input on this anomaly/conundrum/mistery/(did i spell mistery right ?)

Its normal, its the voltage being pulled down by the Intake Heater.
