Default 2008 ac help

Ok guys got one for y'all. The ac has been loosing a little freon, so put some uv dye in it to find the leak.still haven't found leak but now compressor will not engage. I've checked fuses and voltage at the compressor is 12.3. Is this maybe a little low? Also checked the pressure sensor by he inter cooler I had a ground but no hot. And a few weeks ago I could hear the blower motor speed up and then slow down. could all this be caused by the control head or am I looking at something else? Thanks

If the freon pressure is too low the compressor wont kick on, run a jumper wire between the two wires that go to the pressure switch and if it kicks on then low freon is your problem.
