Default highway dpf delete...who's doin it?

I have a 2008 ford f250, 6.4. Can I keep my dpf and still put a tuner on to gain a few extra MPG? are the tuners capable of bypassing the EGR valve, without actually removing it, and using the block off plates? If I thought I could get away with it, i would delete all the EPA crap and let the engine breathe. Is anyone doing this and how do you circumvent the emmisions test in PA? Is there an emmisions test in PA, or is the weight class of a 2008 f250 exempt? Clearly, 9-10 mpg is ridiculous, and so is burning 2X the amount of fuel that I could...

If it's anything like NC if you make any changes emission wise that could throw a code or make PID data read out of the "normal" range per the range and functions during the emissions test (in other words it has to act normally not just show a good number) your butt will be failed and if you get turned in its a big ticket.
I'm not sure of PA's law. We've got customers running no emissions equipment here but we're not an emissions county. *disclaimer...mr epa....we didnt remove said devices...our customers did *
