Default Fuel pressure

I drilled and tapped my AFC delete pump top so I could keep an eye on my fuel pressure. With the engine running I hooked the gauge up and the needle was bouncing between 20-60 psi. Now I know that's extremely high for a VE. 13-15 being the sweet spot. I have a better quality gauge and I'm hoping that's all it is. Other wise I'll have to find a snubber. My question I guess, is that supply pressure to the pump from my AD should technically be case pressure correct? My pressure port is tapped into the return galley before it hits the banjo bolt.
