That is extremely high for the wastegate to be set at - I think they mean it will allow 40-45lbs total boost. It probably starts venting some of the boost at around 20 lbs boost and when fully open wastegate with your mods and turbo would equate to 40 -45 max boost. Remember boost is not pure horsepower - more is not always better. The two main functions of your wastegate are- 1. try(!) to limit maximum boost 2. vent off flow so the boost is not restricted which causes it to heat. I better explain #2 - the flow through your turbo is very restricted - on a stock cummins it is equivalent to a 2 1/4" strait pipe is all. You throw more flow it heats up as you try to force it through. That is why egt's are a good measurement of how hard your working your engine. Increase the size of turbo - and your turbo restriction becomes naturally less - hence for the same flow of exhaust less heating ("bigger pipe"). That is why all things equal- a bigger turbo lowers your egt's and will flow more gasses. Just think 2 turbos - one small and one 10% bigger - for the same flow the bigger one will have less boost - but more power as the flow is not being restricted which leads to less heating for the bigger turbo. If you end up with the same boost- your power is much better with the larger turbo as it will flow more at the same boost level. I know of 2 trucks identical except for one has a ported head and the other is stock head. Same turbo - same mechanic - same cam etc. The ported head makes 10 lbs less boost but 110 horses more. It is all due to lessening one of the restrictions in the motor. Less heating as the ported one still heats (hits the same egt's as the unported) but has more flow with less boost. I know its really interesting. I guess if I were to give advice- get the most flow with the least boost to accomplish your goals. I even ported my exhaust manifold and my turbo housing and both helped to reduce egt's. Your turbo is the biggest restriction on your whole motor. Good luck.

Just the fooler is all you need. The WG is pulling boost from your compressor and is set to open and limit boost to 40-45 psi so your good. If you want to go over that then you would need an elbow.
