Your truck has the HY35 turbo which does not use a boost elbow. You can your a turn buckle to clamp the wastegate closed.

When I had my HY35 I removed the wastegate actuator, and screwed a machine screw into the metal tube. Then I took the tube with the screw in it to a bench grinder and ground the head of the screw down to be the same O.D. of the tube. Went from 18 PSI boost, to 29 PSI. Kept the EGT's way lower as well.

Won't pinching off the waste gate cause problems?

Some say it does, and there is a chance of over speeding the turbo. I ran mine pinched for 6 months, with no problems at all. When I removed it to put my HX35 on, there was no damage, no play, and still works awesome.

Should, I imagine you have the stock HX35 on your engine. It will help if you do.
