New to Cummins, former F250 owner.. have questions!!
Its my daily driver that I like to have fun with pretty much. Mileage but fun are a big factor.
I had a late '99 PSD 7.3 6spd and w/ just an intake, exhaust and capped wg that thing would kick it pretty good.

Starting point is guages (pyrometer, and boost at a minimum)....4" or 5" exhaust, and free flowing air filter.
Next is a 3 or 4K Governor spring kit (the 4k rpm kit needs HD exhaust springs), and a fuel plate (or modified stock plate) and P-7100 tweaking, throw in some injectors (marine 370's offer a lot of bang for the buck but they arent very clean). That should get you around 300 hp....and will slip your stock clutch like nobodys business.

put a good clutch in it first before you mod the fuel pump. the only thing i did to my 96 was#100 fuel plate all the way forward i burnt the clutch up in a month. If you going to pull any thing with it i would get a bigger turbo if you do injector and fuel plate mod. i pulled a 3500 dually back from harrisburg and and the egts come up quick with the #100 plate and it smokes bad.
Not necessarily. Depends a lot on what plate you have, where the plate is positioned and how its tuned. Yes, the plate will make a big difference but there is a lot of messing around to get it set where you want it to be. Also the 3 or 4k gsk make a big difference.
