Garrett does this because of the water cooled center section.Its designed to allow for better spool-up as with the water you do not need as much of a oil bath to help keep it cool.Its also designed to be run without the water cooling as then you leave the water disconnected and you do not use the oil restricter.It will spool a bit slower that way but is designed to be run like that. I have asked this and still do not understand why you want to put a turbo thats about the same size or smaller on the top of your combo.The GT35 is not a big unit and is smaller than the GT37R's that are built for our trucks,imo you just wasted your money doing this.But,its not my truck or motor so I should just clam up I guess.here is a shot of the old Garrett GT37R Stage 3 that was on my truck for a couple of years.You will be able to see the water cooling lines and how they hook up........Andy P.S.-In photo 013 you will see the top line of the water cooled center section.It connects to the water OUT line from your heater core.The longer bent line will go from the other side of the charger down to the return into the engine block below the oil filter.The other photo is the shot of the entire installation kit of a Garrett Charger.Also enclosed is the GT37R installation Manual for you.
