The way I see it, and it doesn't mean that I am correct, there are three things. 1st is the placement of the AFC housing on the pump the 2nd is star wheel which determines the amount of boost it will take to start moving the arm via the diaghram (sp?) and the 3rd is the smoke screw located on the back of the AFC housing which determines how much fuel from off idle with no boost. The 3rd pre-loads the AFC spring which moves the arm forward for no boost fuel from idle.

you should get a pretty good puff when you mash it on a dead stand still (no boost) 2 1/2-3 turns should get ya plenty of smoke and power w/o being excessive, reduce the spring tension on the afc and it'll bring your torque curve up abit being that it hits fuel quicker and not waiting until it has more air than it needs for the ammount of fuel actually being delivered

Look at figure 4 of this link. http://www.tstproducts.com/pdffiles/INSRUCT98.pdf
The right hand side of the picture you will see a screw then below it a piece that sticks out it is a cover. You will need to remove this cover to adjust the smoke screw. When I installed the TST AFC spring the instructions said to back the screw off then turn the screw back in until it was making contact. This was to help control the off idle fuel from running rich which it controls the black smoke. When I installed the Gov springs I turned the screw in 2.5 turns whiched helped with starting.[URL="http://www.tstproducts.com/pdffiles/INSRUCT98.pdf"]
