I don't want to insult your intelligence, but when you crank the engine, does the tach move? It's possible the cam position sensor got disconnected when the VP44 was replaced. If it's not working the VP44 will not function. As stated earlier, you might want to check your fuel relay (you can swap it with the horn relay). Also check the wiring connection at the VP44. If all else fails, you can hot wire the VP44 to eliminate that as a possibility of failure. For that you need to run power to the #7 pin and ground the #6 pin; that will run the VP44 independently of the ECM. If the truck starts, you will know that the problem is elsewhere. If it doesn't, it could be injectors, or the fuel pump...

I know the cs is plugged in cause I went over everything on the harness and I could do that

And thank you for the offer on the 00 ECM but that one requires a crank and cam sensor instead of the cs only but I do appreciate itBut for future reference it has to be a 01 or 02 manual ECM

You need to hot wire the VP44 directly. I cannot recall the colors of the wires going in, but it doesn't matter as the connector shows the pin numbers right on the harness side.
