Question timing trouble?

I have an 01 cummins that I have completely rebuilt. I am having trouble with timing, I think. When it gets to operating temp, it runs rough and blows white smoke at an idle. It also will do the same thing when accelerating slowly from 750-1100rpms. I have edge 150 inj, cfm elbow, stage 1 intake, edge drag comp, new ecm, new inj pump, and basically all new sensors. The setting on the drag comp makes no difference in the problem I'm having, and it gets worse if i turn it off. It also has a hard start problem on the first start of the day. I have not replaced the pcm or the throttle position sensor. I am running out of ideas and funds. Does anybody have any ideas that might help solve this problem? Thanks in advance.

white smoke could be weak turbo or over fueling. I worked on a ford 6.9 that the turbo was jacked up on and it did that. thats all i know
