Default No voltage

For some reason I am having a time with my charging system. '99 has a boush alternater, chilton's manual says that their is no external voltage regulator, that it's all regulated through the pcm. I've had the alternater and starter rebuilt, just replaced both batteries, started it, noticed that the amp gage was low, took it to have a charging system test done and it said that I had NO VOLTAGE! The only other thing that I have not done is check my grounds on the block and frame. What else could it be? The pcm! Does anyone have an answer?

My best bet is the PCM. But do the grounds, check for any loose, corroded wires around the area of the alternator first.

there is a wire that runs down the oil pan that is on a fusible link i will rub in too
it goes to the charging system
