he may have a plugged up fuel filter,if a transport was dropping fuel when he filled up he may have gotten alot of sediment and plugged the filter
if its cold now he may be gelled up too.................get some 911 fuel additive and when ya change the filter pour some in there while yer at it

mine gelled sunday night at 1 degree above 0 at actual temp but with -37 wind chill, ever since the switch to ulsd, ive had fuel gel 4 times in 3 trucks, all with the temps below or at 0 degrees F. it is possible as well that if its getting fuel to the VP, you could have a injection pump problem., also check the fuel heater and grid heater for continuity and see if they actually work.
