Default Brake peddle pulses when stopping slow

I have 2001 ram 2500 and sometimes when I push the brake peddle at a slow stop I get a pulsing sensation on the brake peddle and hard to stop. I was told that I needed to flush the steering system out because my truck has the hydro boost system. The power steering fluid was very dirty. Can someone tell me how to completely flush the whole system out. I have been sucking the power steering reservoir but it will take forever at that rate.

Brake rotors are in very good condition, the pulse acts like the ABS system is trying to activate but does very infrequently. I am very easy on the brakes and the rotors are not warped. Any other ideas, I thank you for help and any more help you can provide as well as others.
