Default 2001 Cummins Cold Start

I am sure this has been covered too many times already but when I was searching I didn't find exactly what I wanted. Anyways, just picked up a 2001 dodge 2500 with the 24v 5.9, auto and it starts hard when it is cold. It has a fass lift pump and a low fuel pressure light otherwise I believe it is stock(281K miles). i pulled codes P0500, P1689, and P1693 off the dash and got P0380, P0382, and one other I can't remember right now using a reader. I checked for power at the solenoids for the grid heater and it has power on the battery side but not the heater side. truck starts fine after it has been plugged in or it sits inside. does the ecm control the solenoids to start the grid heater? any ideas? Thank you.

"I checked for power at the solenoids for the grid heater and it has power on the battery side but not the heater side." Now did you check for power on the heater side with the key turned on? Have somebody turn the key on and off, while you check for power at solenoid and the grid heater. Make sure you getting power there first. I had a 99 and the wires had broken off just at the connection to the studs on the heater. put some new ends on and all was good for me that time. Keep it simple is my philosophy to tracking down problems at first.

Yes, I had my father cycle the key so the "wait to start" light was on. There was power on the battery side of the solenoid but not the heater side.
