Default Torque Converter un-locking and locking

So I just got a 1996 cummins with the 47RE trans with upgraded clutch packs, shift kit, and billet torque converter. the guy I bought it from ordered the noise insulator from BD Diesel. I put it on yesterday and the torque converter still locks and unlocks as im driving down the road at highway speeds. around town it runs fine. any ideas on how I can fix this?

U have to run a jumper wire in ur trans relay under the hood. Take relay out.... and find the b11 wire its orange w a black line it is in the middle harness out of ur computer behind ur air box on fire wall... splice into that DO NOT CUT THE WIRE.... now there are two wires that r orange w black line if u splice the wrong one ur wait to start light will come on when u hit the switch.... now what month was ur truck built??

Ground it w a switch. When u hit the switch it will lock but won't go out unless u turn off the switch... now when u hit the switch it will engage 2-3-4 to o/d but won't shift down so if ur coming to a stop turn it off... and check ur door jam for month of build cause from u thing 9-95 thru 4-96 ur computer will need to be ref lashed to work
