Fuel plate (under AFC)= max fueling (how much fuel is injected overall)
Starwheel (inside AFC)= fuel in relation to boost
"Smoke Screw" (back of AFC)= zero boost fuel
The smoke screw affects how much fuel is injected at zero boost. The starwheel either puts tension or releases pressure on a spring. Boost pushes against that spring, thus increasing fueling when boost is higher. If you tighten or loosen the starwheel, you are either increasing or releasing pressure on the spring.
Think about it this way. If you take some of the springs tension away, you make it easier for boost to push against it, increasing fueling. Turning the starwheel towards the engine takes tension off of the spring, making it fuel harder in relation to boost, while turning it away from the engine puts tension on the spring, making it fuel less in relation to boost.
