Default intermitent down shifting problem

My 1996 Dodge 5.9 cummins is having issues with shifting. When I accelrate to about 30 miles per hour, it tries to shift to overdrive, but then downshifts instead. If I ease off the accelrator, it will then shift up to high gear. I don't know if this is a transmission problem or an engine problem. The transmission is rebuilt about 20,000 ago. Any suggestions?

check the wiring harness near the alt bracket, also BD sells a resistor that helps with that

Default thank you

Thanks for the advice about the tin foil and electrical tape. I'll try it.
