rattling and low power till i back of throttle?

yeah mine does the same thing, everyone pointed it to timing. i just havent had the cash to get the kit to do it. when your sitting at high rpms it sounds like a pile of *** and sounds like its gunna blow up right? hah. its even worse when you have a stack and its right in your ear. scared me. but you definatly need to look into timing. youll want to increase it with them mods anyways

Its under a cover on the back of the pump. there are 4 bolts that hold the cover with wire running through 2 of them. Inside there is 2 screws with a set nut around them. the upper one is the rack press. loosen the set nut, I can't remember if you go out or in a full turn, then tighten the set nut down. One way increases press and the other decreases press. I did this on my old 97 and it made it run much stronger on the top end. It would pull hard all the way to 3000rpms with the stock gov springs.

does that hurt the mpgs much? might have to try this...

I didn't notice any worse mileage, Can't say it helped either. Just made it run alot better

Gotcha, never heard it called rack pressure before. But now i do know what you are talking about. ya if someone turned that the wrong way it would deffinelty make it run not so good.

Well I did change the fuel filter today, cleaned up the whole engine and can see no signs of tampering (yet) with the injection pump. The fuel filter made no noticeable changes in power or rattling, So I guess next step is to get the timing checked and while they are at it you guys recommend about 15 BTC

is the rack pressure screw the one above the one where you adjust the governor arm? incresing the pressure makes them run better?

Not sure which one is the gov arm, never messed with that.
