the flat thing is the gov arm... it shouldn't be hitting foot tho. correct me if i'm wrong, but the foot sits at the top of the afc... yes it hangs down a little but the arm shouldn't reach up there... http://www.pdrdiesel.com/oldsite/TechLeverAdj.htm

bottom end should be at the bottom of the plate, well away from the top of the afc housing foot. i know you know what your doing, so maybe just try checking the low end problems again... such as making sure the foot isn't getting below the plate, and star wheel adjustment. the only other thing to check would be your boost numbers at the low end. maybe something will click as your checking these things over.

the gov arm should contact the afc arm ... the gov arm will hit the afc arm before it hits the fuel plate.

hook your afc up to some shop air and see if its moveing. mod it if you have not already and make sure the afc spring is not binding up.

if your trying to move it by hand your its gonna feel tight till you break the seal on the diaphram. put some air to it and see how it moves
