my 95 V10 truck did this, if you cover the floor holes it should force the air through the upper vents, i took off the WYE that directs the air left and right and took 3 or 4 old CLEAN socks and stuffed them inside it tight and taped the end of the WYE and it forced the air through the upper vents......

It's the mix door, there's probably one or two vacuum actuators that operate it up or down depending on the switch position. Getting to the actuators is usually harder than cleaning them or replacing them or replacing the vacuum line going to them.

i had this same problem, i fixed the vacum leak and it still didn't blow through the vents only defrost. so i removed the actuator under the dash behind the transfer case shifter worked in and out a few times and it worked after that, if it is broken i can get the part number for a new actuator i have it some where because i thought mine was broke but after working in and out a few times it una$$ed itself, hope this helps
