ok I called central power motive. They have all the bosch parts to rebuild these in 1 to 2 day and they pop test them and give a 1 year warranty. $60 bucks per stick, seems reasonable to me. Also are there cross over tubes on a 12 valve that need to be romoved like on the 24v? or do you just remove the fuel lines and remove the injectors

no cross over tube just fuel lines and return line i think

A lot of shops will test your injectors for pop and pattern for free. I have a similar problem right now on my truck but I have also found a leak on my transfer pump. Waiting for it now from rock auto. wish there was an aftermarket that was a little better performer and more reliable and still be mechanical and not $600

does the truck run fine when its not at that altitude. if so it doesnt really sound like a bad injector. it sounds like its under boosting. at sea level we are at 14.7 hg, at higher altitude it is much lower making the air much thicker. the turbo wont be able to compress the air as efficiently. this could cause lack of boost. put a gauge on it and see what happens before spending the money on injectors
