Default 85 VW Golf Diesel

Bought this Golf for 250.00 It has been sitting for 4-5 years. Tried to start it and wouldn't start. I drained the tank of the old fuel and then added 1 1/2 gallons of fresh diesel. I had forgotten about the seat belt interlink and plugged in driver's seat belt and it started but then went into runaway with lots of white smoke. If pump was delivering too much fuel wouldn't the smoke be black?

I did the following before I even tried to start it:
The timing belt was frayed and so I changed it and timed everything and still runaway. I also rebuilt the injectors by replacing the old needle valves with new. Two of the old needle valves were stuck.

I haven't changed the oil so wondering if I contaminated it with the old fuel when I tried to initially start it and it is sucking the fumes into the intake and making it runaway.

I will change the oil and new filter and add a Lucas oil conditioner product. I can also block the tube from the valve cover and see if that causes normal idle. I have not played with IP other than adding Diesel roto rooter and letting it start with incoming fuel line in can to clean any guck out of pump.

Any ideas to get me pointed in the right direction would be helpful.
