What they are saying you cant do is use it as a supprossor or suppressor material. Kinda like making aany other homemade suppressor without the paperwork.

Having more time to read this and actually reading the letter...

Per the laws that have been in effect for a while now, yes he is breaking the law. They said he can't use the material. he would be manufacturing a suppressor, which is fine and dandy if he wants to pay his tax stamp. He asked if stock piling some of that stuff "for his own use in replacing deteriorated sound-absorbing material"... that's intent to manufacture a NFA registered weapon. If I have a hacksaw in my shed it means nothing if I tell the ATF that the hack saw in my shed is there "to cut my rifle to under 16" that's intent. They never said he could not have it, just he could not have it for that purpose.
