Ok... Lets try this...

1st. How many gas ports?
2nd. Are the gas ports clear? Take a pick and make sure nothing is blocking the holes.
3rd. how many rounds of buck have you shot through it? Mine took about 100 before it cycled flawless. Also you might have to try a different brand of bird shot. Mine like Federal bulk pack from walmart.
4th. When you remove your gas plug to check the ports make sure its installed correct. Screw it all the way in then back it out until it gets back to #1. Even if you have to pass #2. When adjusting for shooting ALWAYS unscrew to 2 and screw in to 1.

Also have you cleaned the gun? The Saiga can come caked up in the cosmoline they ship them in. Pull the gas plug and piston, clean, pull the bolt and clean it and the internals. oil as needed

If after that you still have an issue might spend a few min and polish your bolt.

At that point (notice you have spent no money) then look into something like this...

it isn't bone stock if you make adjustments to it..... mine is bone stock.....no adjustments....
