Just got a flyer in the mail from SOG, they had 2 different brands of stripped AR15 receivers for around $80....

Well, I feel like a complete idiot. Everything I found online indicted that you had to be 21 to get a stripped lower. I called a gun shop today and they told my I could buy one and that it was the same as buying a complete one. So I'm going with a stripped lower.

After a quick chat with my cop buddy today, he is gonna help me build the complete rifle piece by piece. He doesn't like to pay for the assembly work when he can do it himself, and I don't blame him, I've just never done this before so I was going for the easiest route.

Your gunshop does not know what they are talking about...

stripped AR15 lowers are transferred as "other" on the 4473 & that means they can be built as a rifle, or as a pistol and thus they can't legally be sold to somebody under 21...

When I called this guy at the gun shop, which is one that I've never dealt with before but had been referred to by 2 other friends, and told him that I was looking for a complete lower because it was my understanding that a person has to be 21 to buy a stripped lower, the guy's response was "I've never heard of that before, and if that's true then its new under the Obama administration and I haven't been informed." Needless to say I'm not doing business with that shop. Besides that fact, he quoted me $100 for a stripped lower which I thought was a bit steep knowing I could get them cheaper online, even after shipping and transfer fee.

It is also illegal to sell a lower that's been assembled to a minor...you can not purchase a lower with a stock/pistolgrip and LPK installed...all you can legally purchase via gun dealer is a fully built/completed AR15...

And having a friend buy it & then give/sell to you is called a straw purchase and a federal felony...

A complete lower should be legal for me to buy because it has a buttstock that indicates its meant to be a rifle.

From that letter you posted: "This is because a frame or receiver does not have the features required for a rifle or shotgun (e.g., a buttstock indicating it is designed and intended to be fired from the shoulder), or a pistol or revolver (e.g., a weapon with a short stock designed to be gripped by one hand and at an angle to and extending below the line of the bore)." That should mean that a completed lower is a rifle and that anyone over 18 can buy it.

What it should be and what it is are 2 different things....

Per ATF's any AR15 that is not sold as a fully built and complete AR is to be sold as "other" and not to anybody under the age of 21.

Call the ATF and ask....

For budget I like the Nadak Spuds better then anything out there.... $65... Deffinatly better fit and finish then CMMG.

You can also get a Del-ton rifle kit. They start at $450ish and have a ton of options to pick from and order this lower for $60:tu:
