ok, it works! thanks to Benjamin...
i still think it may need that payphone conversion kit.
it can receive calls, calls out get routed to a calling service.. where you can choose to make a collect call, enter a credit card or calling card number or speak to the operator
i can't even call down the street....no matter how many quarters i put in i get routed to the service. i don't think anything is wrong with the phone i think it's just how it's programed.

sad to say cost me an other $30 for the batteries they are rechargeable radio shack.
price is now $70+shipping
