Sad 2001 5.9 Cummins Turbo with 30k miles

Truck ran fine in 2011; Put to bed for Alaskan winter in Oct. - had summer fuel in it. Fired it up in Jan, after adding kerosene & Diesel 911. Ran so so for 1st tank. Filled it up w/winter diesel, started having no power & blowing blue smoke -improved after 29-30mins.. Next tank of fuel+ran great; next tank=back to the no power & blue smoke issue...couldn't really drive it. Took it to local Dodge dealer. Diagnosed as turbo;result was new turbo; Mechanic then called to say still has same problem, & that we need to change original lift pump to in tank fuel pump, which they then did; Picked it up, had same issue right in their driveway...got warmed up & ran better but not like before. Fired it up next weekend...same exact issue all over again. $2000 repairs & same exact issues...25mph is top speed for approx 20-30 mins.. Truck is just really broke in @ 30k, and all stock. Where would you look/go next to get this resolved. It's now summer in Alaska...so it's not a cold weather issue. Acts like a sensor of some type ??? HELP

Question FDCET diesel in distress update 7/4/2012

Took truck to another Dodge dealership for analysis of above problem; They say it's showing a PO216 code- "Fuel Injector Pump Timing Failure", and it's a $500 labor + $2k for the part which has to come from lower 48. Considering the issue listed in my original post...any comments on this diagnosis, the costs of labor & part ?
