fuel mileage

I was told my dodge should be getting 20 something mile per gal. and I get about 16 can anyone tell me is that normal or is there something I can do to up the mileage?

What is it?

2wd or 4wd?
what size tires?
what rear end gearing?
city or highway driving?

need some more info here....
