What do you mean it only has 3/4 throttle?

You really don't have to worry about the fuel mix on a diesel like you do a gas engine, its not as big of an issue. The fuel being turned up will simply result in more power. Is there any black smoke? If its excessive, you might want to turn it down to be more efficient, but if its light, and only when the engine lugs down under heavy throttle, I wouldnt worry about it.

is the throttle pedal, literally only moving 3/4 of the way to the floor? or do you just mean it falls on its face past 3/4 throttle? I would also like to know how they came up with 30%..
