Default clutch fan going bad?

hello. seems to kinda roar at times even when the engine temps are not hot at all...how do you tell if its going bad? i can grab ahold of the fan (w/o the engine on obviously) and give it a turn and it only spins about 1/8 of the way around. my 95 only spins about 1/4 turn but really don't know what is normal or if this is even a valid test???

well try it when the engine is cold. you should be able to spin it around completely.
