Default Ford 250 turbo diesel 7.3 2001

I have replaced the glow plugs and the glow plug relay, when it is cold outside I still have a hard time getting it started. It has 270,000 miles on it. Runs great once I get it started. Do you thing it could be the starter causing the problem. Thanks for your help.
