Default Loss of Power & DTC P1280

I replaced my HPOP the other week and had to replace a few sensors, ICP, ICP pigtail, EBP. I did the normal fuel filter and oil change to boot. I'm now having serious running issues with the truck. No power, intermittent check engine light on, surging and a DTC P1280. This morning I had to pull over and shut down the engine and restart it just to get the check engine light to come back on so I could have power to go. When the light goes off I lose all power, maybe rough running at low idle and sometimes shuts off.
I have had my truck since new and do all the normal maintenance but anything other than that I'm lost on a diesel. Also, what scanner do yall recommend, my little scanner won't read a diesel.
It's a 99 PSD, Auto and all stock

Where did you get the parts from? That code is for the ICP sensor... If you unplug it, is there oil on it? Is there a change in the way it runs if you unplug the sensor? Did you replace the IPR?

For a scanner, AutoEnginuity is the best...

Clay at RiffRaff rebuild the HPOP and I assume they cleaned the IPR, the sensors came from Ford. There was oil in the ICP from the blown hose but I cleaned all that out. I put the pigtail in yesterday for the ICP and it is clean. Waiting on time clock to leave work. If it gives me trouble and it will I will unplug the ICP then.
I looked at Auto Enginuity today and asked them to contact me for what I need for my truck.

Riffraff could get you the scanner... Just need to ford enhanced package...

I was able to find a used autoenginuity with the proline connector and ford enhanced package on e-bay and I like it, It works well. Autoenginuity seems to have excellent customer service as well.
